Any project involving the general public that requires an explanation is doomed from the outset. Explanations just don’t scale well.

Hate to… rain on this parade, but doesn’t shampooing remove the natural oil from their hides? The oil that’s supposed to repel rain, the rain which might cool them down to unhealthy levels.
Where I live, this is being aired on TV on Christmas every year, as a tradition.

Habitually saying “please.” thank you," “hello” to people can open a lot of doors. Also, it’s just amazing in an awful way just how many people are not doing this.

I mean, we could be using the heavier neon, which is also a noble gas and lighter than air. But it’s almost as rare as helium, and you’d need significantly more of it to produce the same lift.
