You usually don’t want to name a road the same as the locality. Instead name the road by where it’s leading.

Basically, yes.
There’s a saying that all roads lead to Ankh-Morpork. And it’s wrong. All roads lead away from Ankh-Morpork, but sometimes people just walk along them the wrong way.
I think they only did that if they wanted to. So they would like rome if they want to…
So you name the road after the neighboring town. Sixty years later you merge with that town, becoming a district within it. Now you have a road that leads from you to you.
Than you name it after the supreme leader or something. 60 years is a long time :)
But once the road gets there?
Then it leads out of Rome!
