@OptimusPrime I can’t find the link now, but I remember looking for something similar a good while ago, and I came across refurbished laptops with an open source bootloader and Trisquel. It seemed to me the closest we have. Also afaik (and I’m not a hardware genie), old-ish laptops made for hacking around like old ThinkPads have been so so so deeply worked with by the community that imo they’re basically an open book. I have a refurb ThinkPad X230 and I absolutely love it. Good luck!
