    They also inherited a health system that’s full to bursting. I don’t think 100% of the people in prison right now are a serious threat to the public, and building new prisons can induce demand so we end up locking more people away.

      I don’t think judges are issuing sentences that reflect the capacity of the prison system. The prison system is having to release prisonors early to accommodate people who have been recently sentenced.

      The crime stats are trending down overall as a % (with a few notable exceptions recently), but our population is growing. I imagine the prison system is just one of the many areas that have been neglected over the years and hasn’t scaled up inline with population growth.
