I’ve seen many announced but I don’t know which ones are actually free and publicly accessible through a website. For example there was a russian one called Gigachat and a chinese one by alibaba but I don’t know where to find them. There is ChatSonic but it’s limited so not the kind of option I’m looking for.

but if you mean a free service… it looks like their public demo (which was here) is not operating currently. but since it is relatively easy to run, there are probably other alpaca-based services you can find.

The talented team over at open-assistant.io are working on that. They want to have a totally free and open source LLM that anyone can use for any purpose.
StabilityAI (the group behind Stable diffusion) created a LLM based on llama. Open source and Released on Github. The page contains links to a demo on HuggingFace that you can try out.
By “free” do you mean free to use? If so, https://chat.lmsys.org/ has a pretty good selection as long as you’re okay with the site licensing your conversation CC-BY. If you mean free as in FOSS, take a look at MPT-7B and its derivatives as well as OpenLLaMA; these can all be run locally.

You should take a look at Databricks’ Dolly 2.0
It is a completely open source dataset containing 15,000 human-generated prompt/response pairs. And it can be used commercially without any licensing issues.
