Not the package managers as I understand, but the service providers providing the applications; so it would include e.g. everyone hosting package archive mirrors. This all makes no sense, because the Internet, which runs Linux, would basically stagnate.
Tl;dr new EU law adds requirement to software distributors (ie. package managers) to verify your age if the app allows users to contact eachother

The EU does have a bit of a track record with breaking the internet. GDPR is the only one that comes to mind, but it was a big one.
